رصيف الصحافة: إيقاف شاب نشر صورا مسيئة للرسول على الفيسبوك


تناولت صحف نهاية الأسبوع مواضيع أهمها إيقاف مصالح الأمن بالدار البيضاء لشاب ينشر صورا مسيئة للرسول عبر حسابه الفيسبوكيّ، إضافة إلى ارتفاع عدد أيام الإضرابات بالمغرب عام 2011 الموافق لأوج زمن الحراك الديمقراطي إلى حدّ تضاعفه مقارنة بالعام 2010.
مصالح الأمن بولاية الدار البيضاء أوقفت شخصا بحي سيدي مومن، يبلغ من العمر 22 سنة، بعدما قام بنشر صور مسيئة للرسول مجسدة في حمار وكبش وقرد، وتم النشر على صدر الصفحة الرئيسة لحسابه الفايسبوكيّ مع إرفاقها بعبارات سب وشتم.
وتورد "الصباح" أنّ إجراء بحث معمق كشف تأثر المتهم، وهو المنتمي لأسرة فقيرة، بمضامين كتب لمؤلفين أمثال داروين.. كما أنّ مسار التحقيق قاد إلى اعتراف الشاب ذاته بالإلحاد.. وتمّ تفعيل مسطرة الضبط والإحضار بعد توجيه كتاب لوزير العدل والحريات، استنادا على معطيات فايسبوكية، ليأمر الرميد بفتح تحقيق في الأمر.. كما وقفت المصالح الأمنية ذاتها على مراسلات جمعت بين الشاب المذكور و"مجموعة من المقيمين بالخليج اللذين وافوه بمبالغ مالية مهمّة..

الحراك المغربيّ.. صفحات ثورة وسط الفايسبوك

الحراك المغربيّ.. صفحات ثورة وسط الفايسبوك
لم تعد هناك فقط مواسم للهجرة نحو الشمال أو الجنوب، وإنما ظهر موسم ممتد للهجرة مؤخرا بغير أن يستدعي من جسد الإنسان التحرك، فقط نقرات على لوحة مفاتيح الحاسوب، أو حتى استخدام تطبيق على الهاتف النقال، للانتقال إلى الفايسبوك..الإمبراطورية الإلكترونية التي وصلت تعداد ساكنيها إلى 800 مليون وتتجاوز قاطني الولايات المتحدة الأمريكية في انتظار تجاوز تعداد الصّينيّين.
الهجرة نحو الفايسبوك لا تستهوي الباحثين عن الترفيه فقط، بل تمتد إلى العديدين من بينهم باحثون عن تغيير الأوضاع السياسية، خصوصا وأنّ التجربة نجحت مع وائل غنيم وشباب 6 أبريل في مصر الذين استطاعوا حشد الخارجين للشارع ضد نظام حسني مبارك الذي انسحب أمام الأمواج البشريّة القادمة من الفايسبوك.. وكذلك انطلقت ثورة السوريّين واليمنيّين أمام تحرّك مغربيّ في ذات المسعى ببروز تناسل لصفحات ومجموعات سيَاسيّة.
ما هي أهم الصفحات السياسية التي ظهرت في عزّ حراك الـ20 فبراير؟ هل تريد تغييرا سياسيا بسقف معين؟ من يسيّرها؟ وهل لهم انتماءات إيديولوجيّة معيّنة؟ وهل حقّقت هذه الصفحات الفايسبوكيّة مبتغاها؟.. هي رحلة إلكترونيّة تأخذكم ضمنها هسبريس في عمق "الفايسبوك السيّاسيّ".
البداية..أسامة الخليفي وسعيد بنجبلي يخلقان الحدث
خلال الأسابيع الأخيرة من يناير العام 2011، برزت على الفايسبوك مجموعة "حركة حرية وديمقراطية الآن" تدعو لاحتجاج قوي يوم الـ 20 من فبراير ضد الأوضاع السياسية بالمغرب، وقد خلقت المبادرة الحدث بعد صدور تسجيل سمعي بصري لواحد من أعضائها، وهو أسامة الخليفي، يتلو بيان المجموعة المطالبة بملكية برلمانية.
وكانت هذه المجموعة الفايسبوكيّة الصوت المغربي الأول الذي انطلق بالعالم الافتراضيّ على ذات خطوات تونس ومصر وليبيا، لتخرج بعدها مجموعة من المبادرات المماثلة الأخرى، خاصة "الصفحة الرسمية" لحركة 20 فبراير التي أسسها سعيد بنجبلي.
ويرى بنجبلي أن الصفحة التي افتتحها "أثبتت تميزها بسرعة خاصة بعد وصولها لحوالي 30 ألف معجب في الأيام الأولى، و70 ألف معجب حاليا"، غير أن خلافا طرأ بينه وبين نجيب شوقي، أحد أبرز رموز الحراك الشبابي المغربي فيما بعد، أثر على الصفحة التي غدت وسيلة للدعاية لمواقع إخبارية.
بحلول أبريل 2011 ارتفع بشكل كبير عدد الصفحات العانية بالحراك المغربي على الفايسبوك، وإلى جوار ذلك برزت صفحات ومجموعات مناوئة للفبرايريّين وأخرى حاملة لمسمّيات "راديكاليّة" بينها مجموعة "الملك الأخير".. ما أفرز تشتيتا لانتباهات متلقّي هذه المضامين الرقميّة الفايسبوكيّة وقلّص نمو عدد المعجبين بالصفحة الأصليّة.
شبكة رصد المغربية.. البنت الشرعية لشبكة رصد المصرية
كان لشبكة رصد المصرية دور كبير في تغطية أخبار الثورة المصريّة، خاصة وأنها نشأت على يد شباب لهم تكوين إعلامي قبيل انطلاق الحراك ضدّ نظام حسني مبارك.. وقد تمّ السعي من ورائها إلى خلق صحافة معتمدة على شبكات التواصل الاجتماعيّة زيادة على ما حققته من ثقة المتتبّعين في أخبارها، ومن بينها قنوات تلفزيّة عالميّة.
شبكة رصد المغربية انطلقت بعد يوم الـ 20 فبراير 2011، واستطاعت أن تنال إعجاب المئات من رواد الفايسبوك بالمغرب والعالم العربي في ظرف قصير.. التأسيس كان من شخص واحد قبل أن ينضم إليه 5 شباب آخرين ومراسلون، وقد تكلفت الصفحة بنشر الأخبار العاجلة التي كانت في أغلبها حقيقية، كما ضمّت مقالات الرأي وكتابات عن ضرورة التغيير بالمغرب، "هي صفحة إخبارية لكسر التعتيم الإعلامي ونشر أخبار الحراك ودعمه" يقول عبدو.. وهوأحد مسيري رصد المغربيّة الذي نفى أن يكون تعليق إدارة الصفحة مصاحبا للخبر رغم كون هذه الخطوة، في رأي مطلعين على رصد المغربيّة، هي التي جعلت عدد المعجبين بها لا يتخطّى الحين الـ65 ألفا.
ثوار المغرب: شعارات راديكالية لأقصى درجة
ظهرت هذه الصفحة قبل 7 أشهر تقريبا، وهي التي غيرت علم المملكة المغربية بعبارة "الله أكبر" بدل النجمة الخماسية، ويمكن التأريخ لها بخروج جماعة العدل والإحسان من حركة 20 فبراير.. ورغم محاولة المشرفين على الصفحة التأكيد على عدم ارتباطهم بـ "الجماعة"، إلا أن المحتوى المتعاطف مع تنظيم عبد السلام ياسين يقر بوجود صلة ما بين "ثوار المغرب" والعدليّين.. حتّى أن المطالب غير محدّدة على هذا الحيز الفايسبوكي الذي ينحو نحو "الجماعة" في تعتيم مسعاها ضمن الحراك حينها بذات المبرر "نحن مع ما يريد الشعب".
الصفحة التي وصلت لحوالي 32 ألف معجب لا تكتفي بنشر الأخبار ومقالات الرأي بل تدرج آراء المسيرين لها بشكل معارض للحكومة والملكية، كما أن ذات نقاشها يمزج بين السياسي والديني والأخلاقيّ.. وقد طالب مدير الصفحة، من خلال دردشة معه، بمشاركة الميثاق السياسي الذي دعت إليه العدل والإحسان مع مختلف الفصائل المعارضة بالمغرب من تنظيمات وأفراد، وذلك باعتباره "يمثل الخيط الموحد لجميع فصائل المعارضة الراديكالية بالبلاد".
تقشاب سياسي: انتقاد بصيغة السخرية
هي صفحة فايسبوكيّة حديثة تأثرت بشخصية "بوزبال" الكوميدية لتصنع لها أيقونة "سي قشوب" الذي يعلق على صور لتشكيلة الائتلاف الحكومي وعدد من مسيري الشأن السياسي بالمغرب.. وقد حاولت هذه الصفحة إبداء نقدها الخاص عبر الفايسبوك وبطريقة قربت إليها الكثير من الفايسبوكيّين المغاربة.
خرجت صفحة تقشاب سياسي للوجود يوم 10 فبراير 2012، يسيرها شابان كانا من بين رموز الحراك الشعبي والشبابي بالمغرب، يمتلكان تكوينا سياسيا يظهر ببصمتهما على المضمون المنشور وبتركيز على بنكيران.. المعجبون بالصفحة هم الآن 18 ألفا ويرتقب ارتفاع هذا العدد بفعل نشر النقد والنصائح والآراء.
صرخة الشعب المغربي.. تجمع للساخطين..
بدأت "صرخة الشعب المغربي" بالمجموعة التي تحولت بسرعة إلى أكبر مجموعة فايسبوكية مغربية جمعت عددا من مسيري مجموعات صغيرة، وقد ظهرت إبان انطلاق الحراك وأتاحت للجميع إمكانية النشر لتغدو بؤرة للتعبير دون قيود.. وإن كان هذا المعطى مشكلا لقوّتها فإنّه أضحى بعدها مكمن انتقاد بعد بروز آراء راديكاليّة من متخفين وراء أسماء مستعارة.
صفحة "صرخة الشعب المغربي" تضم حاليا 106 ألاف فايسبوكيّ وفايسبوكيّة لتصير أكبر صفحة تنادي بالتغيير السياسي في المغرب، ورغما عن وجود بعض الشعارات التي تربط بينها وبين صفحة "ثوار المغرب"، إلا أنّها لم تتخلَّ عن دعم حركة 20 فبراير زيادة على ضمّها فريق عمل به شخصيات معارضة معروفة.
ورغم المفروض من توجّه ذات الصفحة أن تتقاطع وبقيّة الصفحات الفايسبوكيّة المماثلة، إلاّ أنّ " صرخة الشعب المغربي" هي الوحيدة التي تضع "شعارا جديدا" للمملكة يعبّر عنه واضعوه بـ "الله – الوطن - الشعب"، فيما تميزت في أوج الحراك بخروج بعض المنتمين إليها ضمن مسيرات الفبرايريّين بلافتات دالّة على الصفحة.. فيما يبقى تحديد سقف المطلب السياسي غامضا لدى الواقفين وراءها بالنظر لتصريح أحدهم أنّ "صرخة الشعب المغربي مع رأي الأغلبية المنبثق من دستور بإرادة شعبيّة".
هل استطاعت هذه الصفحات الفايسبوكيّة تحقيق استقلال مادّي؟
الشهير أن إنشاء صفحة ما على الفايسبوك يتمّ بمجّانية متاحة للجميع، وبالتالي لم تكن هناك استثمارات على هذه الصفحات إلاّ إمكانيّة الدفع لإدارة موقع التواصل الاجتماعيّ من أجل إشهار الصفحات المفتتحة.. وهو أمر مستبعد بالنظر إلى نوعية هذه الصفحات وبصمتها السياسيّة.
لكن السؤال الذي يمكن طرحه يقترن بإمكانية الاستفادة ماديا من العدد العالي للمعجبين والذي يعدّ محطّ اهتمام الشركات التجارية.. أمّا الإجابة فهي لا تستدعي العناء اعتبارا للالتزام السياسي لهذه الصفحات والبصمة التطوعية في الأداء ضمنها بشكل حال دونها وهذه الإمكانيّة الترويجيّة، زيادة على المرحلة الجنينيّة التي تتواجد ضمنها التجارة الإلكترونية بالمغرب.
وفي هذا الإطار، يقول سعيد بنجبلي إن الأرباح التي تدر عبر الفايسبوك منها ما هو مباشر، مثل التبرعات التي تجمع من تلك الصفحة عبر البنوك الافتراضية أو خدمات إشهارية مباشرة، زيادة على أرباح غير مباشرة، كأن يجعل إداريو الصفحات مضمونها وسيلة لإشهار موقع خاص أو جريدة ما بنشر روابط.. "وقد استفاد من ذلك موقع إخباري معيّن" يضيف بنجبلي.
هل كانت هناك محاولات لاختراق هذه الصفحات؟
تحدث مسيرو ذات الصفحات الفايسبوكيّة عن معاناة مع محاولات اختراق قراصنة، وربط الكثير منهم ذلك بأنشطة المخابرات المغربية وبعض مجموعات قراصنة النتّ المعادية للحراك المغربي.. وأشارت أصابع أتّهام إلى "قوات الردع المغربيّة"، وهو الذي نفته الأخيرة، لتشعل مواجهة كلاميّة مع "أنونيمُوس المغرب" التي أعلنت أنّها استرجعت صفحات كانت قد قرصنت.
هل هناك أسباب وراء محدودية النجاح المرصود فايسبوكيّا؟
المتأمل لـ "الفايسبوك المغربي" والتنظيمات الافتراضية التي يضمّها، يرصد جملة من الأخطاء التي وقعت فيها صفحات الحراك الشعبي والشبابيّ.. أولاها بروز صراعات أيديولوجيّة نمّت نقاشات هامشية، على سبيل المثال بين أنصار الملكيّة البرلمانيّة والراغبين في إسقاط النظام، من جهة، وأنصار الدولة المدنيّة والدولة الدينيّة، من جهة ثانيّة، زيادة على اتّهامات التخوين والمخزنة.
الناشط الفبرايريّ حمزة محفوظ يورد بأنّ الانتماءات التنظيمية للعديدين "كانت حاجزا لاستثمار الحريّة الفايسبوكيّة التي لا يقبل المؤمنون بها أي دغمائيّة ولا أن يبقوا وسط صفحة يتوفر عنها بدائل بالجملة وسط الموقع".
أمّا بنجبلي فيعتبر بأنّ التعثر يعود إلى "عدم قدرة مكونات الحركة على التنظيم الفعال ورفع بعض الشعارات الراديكالية" وزاد: "الربيع المغربي جاء قبل أوانه".
هل الفايسبوك يصنع الفارق في السياسة؟
الفايسبوك وتويتر، وباقي مواقع التواصل الاجتماعي، لم تصنع ثورات تمّت بمساهمات من فئات شعبيّة عريضة صمدت احتجاجا على أرض الواقع عوض عن العوالم الافتراضيّة.. وإن كانت ذات المواقع قد ساهمت في التأثير على الرأي العام إلاّ أنّها استفادت من حدّة التذمّر الاجتماعي والسياسيّ.
إلى ذلك تبقى صفحات الحراك المغربيّة على الفايسبوك قابلة للتقويّة بفعل عوامل عدّة منها نهج التنظيمات السياسيّة والجمعوية لخلق صفحات فايسبوكيّة خاصّة بها كي تقوم بدور أنديّة النقاش.. ويورد إمام شطيبي، الناشط الفاسبوكي، أنّ بعض التعاليق الرائجة رقميا "صارت بجودة تفوق الآراء المعبر عنها بالبرامج الحوارية السمعية البصريّة".

الإعلام الجديد يذكي انتخابات مصر

فرضت مواقع التواصل الاجتماعي على الإنترنت -أو ما يعرف بالإعلام الجديد- نفسها بقوة في الدعاية للانتخابات الرئاسية في مصر، وتبارى المرشحون في استخدامها بكثافة عكست تنامي الأهمية المجتمعية والسياسية لهذه الوسائل التي لعبت دورا بارزا في التمهيد لثورة 25 يناير/كانون الثاني 2011، التي أطاحت بالرئيس المخلوع حسني مبارك.
ويمثل جمهور الإعلام الجديد في مصر الشريحة الكبرى من بين نحو 25 مليون مستخدم لشبكة الإنترنت، وسبعة ملايين عضو في شبكة فيسبوك، وما بين مليون إلى مليون ونصف المليون مشارك في موقع تويتر، وأكثر من 180 ألف مدوِّنٍ، بحسب إحصائية لوزارة الاتصالات المصرية.
واعتبر الخبير الإعلامي ياسر عبد العزيز أن وسائل الإعلام الجديد أصبحت تلعب دورا متزايدا برفع فرص المرشحين الرئاسيين أو خفضها، وصنفها بأنها تمثل ثالث وسيلة إعلامية مؤثرة في مشهد الانتخابات الرئاسية بعد الصحف والتلفزيون والإذاعة وإعلام المنابر.
وقال إن أغلبية جمهور الإعلام الجديد في مصر هم فئات متعلمة تنتمي للطبقتين المتوسطة والعليا، ويعدون من النشطاء السياسيين أصحاب الرؤى والمواقف، والمجيدين للغة أجنبية تجعلهم أكثر تواصلا من غيرهم في العالم الخارجي.
مرشحون وحظوظ
وذكر عبد العزيز للجزيرة نت أن المرشحين أصحاب الحظوظ الكبرى في السباق الرئاسي المصري مثلعبد المنعم أبو الفتوح ومحمد مرسي وأحمد شفيق وحمدين صباحي وعمرو موسى أظهروا احترافية في النفاذ لجمهور الإعلام الجديد عبر تسخير فرق كاملة للتعاطي مع هذا الجمهور.

وسائل الإعلام الجديد أصبحت تلعب دورا متزايدا في رفع فرص المرشحين الرئاسيين أو خفضها
وشدد على أن متابعة المرشحين الرئاسيين للأحداث وتعليقهم عليها بسرعة لعب دورا مهما في توافقهم مع معايير الإعلام الجديد، ونوه بأن محمد البرادعيالمرشح الخارج من السباق الرئاسي وصف "برئيس جمهورية تويتر"، في إشارة لموقع التواصل الاجتماعي البارز.
ورأى الخبير الإعلامي أن المرشح عبد المنعم أبو الفتوح تميز كأبرز مرشح أجاد توظيف الإعلام الجديد في حملته الانتخابية، ولفت إلى أن استفتاءات فيسبوك وتويتر أعطت حظوظا كبرى للمرشحين أبو الفتوح وحمدين صباحي، لأنهما الأكثر توافقا مع خصائص "جمهورية الإعلام الجديد".
ويطرح تمثيل الشباب للشريحة الأكبر بين مستخدمي الإعلام الجديد في الساحة المصرية تساؤلا عن انتقال التأثير الانتخابي لهذه الشريحة الانتخابية إلى ذويهم الأكبر سنا، واعتبر أستاذ الإعلام بجامعة القاهرة صفوت العالم أن التصويت في الانتخابات الرئاسية يتسم بالمواقفية وقد يحمل درجة من التعقيد، وأوضح للجزيرة نت أن المواقف الانتخابية للشباب مستخدمي الإعلام الجديد قد يكون لها تأثير أكبر إذا وجدت لها طريقا للنشر بوسائل الإعلام التقليدية.
إيجابيات وسلبيات
ورأى العالم أن وسائل الإعلام الجديد لن تنفرد وحدها بكشف المخالفات والسلبيات خلال الحملة الانتخابية وعملية الاقتراع للرئاسة المصرية، بسبب ما ستواجهه من منافسة لوسائل الإعلام التقليدية التي ستتكامل معها في هذا الجانب.
ولفت أستاذ الإعلام بجامعة القاهرة إلى أن دور الإعلام الجديد تجاوز الدعاية للمرشحين الرئاسيين إلى نشر الدعايات والانتقادات المضادة لمنافسيهم والسخرية من هذا المرشح أو ذاك.
ومن جانبه أيد الخبير الإعلامي ياسر عبد العزيز ما ذهب إليه العالم، وأشار إلى لعب الإعلام الجديد خلال الحملة الانتخابية الرئاسية "دورا في اختلاق الوقائع ونشر الشائعات إلى جانب دوره في النقل الفوري للأحداث ببعد أكثر عمقا ومراقبة أي مخالفات أو انتهاك للقوانين".
وتوقع عبد العزيز أن يسهم ارتفاع معدلات التنمية في تزايد مساحة تأثير الإعلام الجديد في المشهد السياسي المصري، ورأى أن تزايد هذا التأثير سيمثل خصما في المستقبل من رصيد "وسائل الإعلام النظامية".

Manama Saudi Arabia's Grand Mufti and Pope Benedict XVI have urged people to "exercise proper discernment in the face of the surcharge of stimuli and data" that they receive on the Internet.
In Riyadh, Shaikh Abdul Aziz Al Shaikh said people could not have the social networking website Twitter as the source of their knowledge if they do not really know who is behind the posted comments.

Fatwas without substantiation
"Twitter is used to issue fatwas [religious edicts] without evidence or substantiation," the mufti said. "It is used as platform to spread lies by some people who seek fame by insulting and denigrating other people," he said in his Friday sermon in Riyadh.
"People should be well aware of such dangers. The site should not be used to exchange accusations or to misquote people. Muslims should be careful not to be drawn into wrong acts and must instead engage in constructive criticism, he said.
Potential hazards
In Rome, Pope Benedict XVI on Tuesday praised the significance of digital communications, but cautioned against potential hazards.
"In concise phrases, often no longer than a verse from the Bible, profound thoughts can be communicated, as long as those taking part in the conversation do not neglect to cultivate their own inner lives," Pope Benedict XVI said in his message for the 46th World Day of Social Communications.
"The process of communication nowadays is largely fuelled by questions in search of answers. Search engines and social networks have become the starting point of communication for many people who are seeking advice, ideas, information and answers," he said.
Truly important questions
The Pope stressed that people today are frequently bombarded with answers to questions they have never asked and to needs of which they were unaware.
"If we are to recognise and focus upon the truly important questions, then silence is a precious commodity that enables us to exercise proper discernment in the face of the surcharge of stimuli and data that we receive," he said.
The 84-year-old Pope said more silence was needed to balance the relentless chatter, saying that it is important "to open up the possibility of a profound dialogue, by means of words and interchange, but also through the call to silent reflection, something that is often more eloquent than a hasty answer".

Will Twitter restrict user contents in Arab World?

Twitter announced Thursday that it would begin restricting Tweets in certain countries, marking a policy shift for the social media platform that helped propel the popular uprisings recently sweeping across the Middle East.
"As we continue to grow internationally, we will enter countries that have different ideas about the contours of freedom of expression," Twitter wrote in a blog post published Thursday.
It said even with the possibility of such restrictions, Twitter would not be able to coexist with some countries. "Some differ so much from our ideas that we will not be able to exist there," it said.
Twitter gave as examples of restrictions it might cooperate with "certain types of content, such as France or Germany, which ban pro-Nazi content."
A Twitter spokeswoman declined to elaborate on the blog.
"Starting today, we give ourselves the ability to reactively withhold content from users in a specific country while keeping it available in the rest of the world," the Twitter blog said.
Twitter's decision to begin censoring content represents a significant departure from its policy just one year ago, when anti-government protesters in Tunisia, Egypt and other Arab countries coordinated mass demonstrations through on the social network and, in the process, thrust Twitter's disruptive potential into the global spotlight.
As the revolutions brewed last January, Twitter signaled that it would take a hands-off approach to censoring content in a blog post entitled "The Tweets Must Flow."
"We do not remove Tweets on the basis of their content," the blog post read. "Our position on freedom of expression carries with it a mandate to protect our users' right to speak freely and preserve their ability to contest having their private information revealed."
And last year, Twitter General Counsel Alex Macgillivray declared that the company was "from the free speech wing of the free speech party."
In the interest of transparency, Twitter said Thursday, it has built a mechanism to inform users in the event that a Tweet is being blocked.
Twitter's move comes at a time when Internet companies such as Google and Facebook have wrestled with foreign governments over freedom of speech and privacy issues as they expand rapidly overseas.
In 2010 Google relocated its Web search engine to Hong Kong, following a very public spat with the Chinese government over its refusal to bow to Beijing's Web censorship requirements and a hacking episode that Google said it had traced to China.

Saudi Arabia’s Grand Mufti (religious chief) has launched a virulent attack on the social networking site Twitter, saying it has become a platform for promoting lies, newspapers in the Gulf Kingdom reported on Sunday.
Sheikh Abdul Aziz Al Shaikh, in a Friday prayers sermon, was referring to what he described as countless Fatwas (Islamic edicts) by Muslim scholars from Saudi Arabia and other countries.
He said those scholars are promoting false allegations, issuing erroneous fatwas and attacking venerated religious and social personalities.
“This website has become a platform for trading accusations and for promoting lies used by some just for the sake of fame…this is a very dangerous practice which must be avoided by real Muslims,” he said.
“There are well know means for constructive criticism but Twitter and other websites which publish lies and distortions are dubious means which should be avoided by good Muslims…we should not listen to this website or make it our main source of information and knowledge…”
Sheikh Abdul Aziz urged Saudi Arabia’s feared religious police-- the Commission for the Promotion of Virtue and Prevention of Vice-- to crackdown on users of Twitter website, adding that there are several other “good and useful” websites which can be seen by Muslims.
Twitter has been at the centre on controversy after it announced last week that it would begin restricting Tweets in certain countries, marking a policy shift for the social media platform that helped propel the popular uprisings recently sweeping across the Middle East.
Twitter's decision to begin censoring content represents a significant departure from its policy just one year ago, when anti-government protesters in Tunisia, Egypt and other Arab countries coordinated mass demonstrations through on the social network and, in the process, thrust Twitter's disruptive potential into the global spotlight.
As the revolutions brewed last January, Twitter signaled that it would take a hands-off approach to censoring content in a blog post entitled "The Tweets Must Flow."
"As we continue to grow internationally, we will enter countries that have different ideas about the contours of freedom of expression," Twitter wrote in a blog post.
"We do not remove Tweets on the basis of their content," the blog post read. "Our position on freedom of expression carries with it a mandate to protect our users' right to speak freely and preserve their ability to contest having their private information revealed."
It said even with the possibility of such restrictions, Twitter would not be able to coexist with some countries. "Some differ so much from our ideas that we will not be able to exist there," it said.
Twitter gave as examples of restrictions it might cooperate with "certain types of content, such as France or Germany, which ban pro-Nazi content."
Twitter's move comes at a time when Internet companies such as Google and Facebook have wrestled with foreign governments over freedom of speech and privacy issues as they expand rapidly overseas.

Major web players are looking to boost Arabic-language content online in a bid to meet demand from a rapidly growing Arab audience


The push for Arabic content online

The Arab world has been facing a digital conundrum for the past few years – not enough users online creating content in Arabic; not enough content in Arabic to push internet penetration.

Although there are more than 344 million Arabic speakers worldwide and Arabic is the seventh-most popular language on the web, less than one per cent of all online content is in Arabic and there is just a 17.5 per cent internet penetration across the region’s population.
Yet Arabic is the fastest-growing language on the internet, with Arabic-speaking internet users increasing 2,298 per cent from 2000-2009, according to the Internet World Statistics Report.

Wrong emphasis

The number of internet users in the Middle East and North Africa (Mena) region has leapt from 3.2 million users in 2000 to 60.25 million in 2009 and it is estimated that at least another 55 million new users will come online in the next five years. If mobile internet users are included, that figure soars even further to 150 million.

According to the Arab Knowledge Report, a joint initiative of the UAE’s Mohammed bin Rashid al-Maktoum Foundation and the UN Development Programme for Arab States, a lack of content in Arabic has meant users have not felt the need for a high-speed broadband connection in their daily lives. There has been too much emphasis, it says, on hardware and not enough on creativity.
While internet and broadband growth has been strong in some Gulf countries – 74 per cent of the UAE, 55 per cent of Bahrain and 52 per cent of Qatar is online – the largest country in the region, Saudi Arabia, has an internet penetration of just 27 per cent of its 28.7 million population. Egypt, one of the poorest countries in the Arab world, has the highest internet population with 16.6 million users, but even there the penetration rate is just 21 per cent.

Dubai-based online business information providerAMEinfo.com has been offering Arabic content since 2003. It started out hosting company press releases in Arabic and has since expanded to offer daily news updates and analysis articles in Arabic. A quarter of its nearly 2 million monthly unique users look for Arabic content, but it is one of few online-only news sites in the region that cater for both an Arab and English audience.
The content problem is of both quantity and quality.
“There is a lack of high-quality, well-structured websites managed by companies creating digital content [for Arabic-speaking users],” says Wael Ghonim, Google’s marketing manager for the Mena region.
“We want users to have a good experience searching and we need lots of sites and pages to enable users to find what they are looking for. If you search in English for a specific mobile phone model, you will land on a specialised portal with specifications, reviews and photos. In Arabic, you will probably end up in a forum where a question is being asked about that phone. It is unlikely in Arabic searches that the first page of results would not have a forum.”

Creating Arabic content online

Google has been working on several initiatives to help increase Arabic-language content. It tied up with Wikipediaafter observing the Arabic portal of the online encyclopaedia carried 120,000 pages compared with the 2 million pages of its Catalan equivalent. This is despite the disproportionate number of potential Arabic-speaking users, 344 million, compared with 6 million Catalan speakers.
About 10 million words have now been translated into Arabic from English on the site and 6 million from Arabic to English.
The search giant has also been educating small businesses to build their own websites using Google Sites – or to at least put their business directory information on Google Maps. It has built Ejabat, a user-generated question and answer system, which now has 600,000 questions and 2 million answers from 300,000 registered users.
With 20-25 per cent of Mena users in the past year being completely new to the web and a third of them under the age of 18, Google launched educational video site Ahlan to introduce users to the world of online learning. Within three months there were 1.2 million views of the Ahlan training videos.
Google is also encouraging businesses in the region to useGoogle Translate to reach a broader user base. One company making use of the toolkit is Dubizzle, the UAE’s largest classified website with 2.5 million visitors a month. It is building an Arabic-language site to add to its original English-language sites in Dubai and now Abu Dhabi.
The company plans to roll the classified website out to 15 cities across the Middle East by the end of the year, starting in Saudi Arabia and Egypt. Users can post advertisements in either English or Arabic, then use Google Translate to ensure they get their message across in both languages.
US giant internet portal Yahoo, meanwhile, took a big leap into the Arabic content arena in 2009 when it acquired Maktoob, the region’s largest community site. Maktoob is currently the 157th-biggest site on the internet, according to web information company Alexa’s listings. This makes it the second-most popular Arabic site behind Google Saudi Arabia at number 104 and way ahead of the third Arabic site in the world rankings, sports site Koora.
Maktoob was founded in 2000 as the world’s first free Arabic/English email service, but discussion forums quickly became its biggest traffic and content driver, with the women’s forum one of the largest. Other popular areas include games, matrimonials, blogs and sports. Traffic stood at 20.9 million unique users in May 2010, compared with 15.9 million in June 2002.
Yahoo Maktoob has already rolled out Arabic versions of the Yahoo homepage, messenger and mail as well as the original Maktoob mail, but its challenge is to create a “unified experience”, says Ahmed Nassef, the firm’s vice-president and managing director.
“There is a regional need for real local content and generally users in the region prefer Arabic today,” Nassef says. “As has happened in the East and Latin America, as the internet goes to the masses, people want it in their native language. If you get beyond the metropoles – Cairo, Casablanca – people want Arabic content.”

Tailored Arabic online content

Edward Poultney, editor of AMEinfo.com agrees: “We certainly see different viewing patterns between our Arabic and English audiences. This shows that the Arabic content cannot simply be replicated from what is available on the English-language site, but has to be specifically targeted to cater to the readership.”
Nassef says there are also “regional complexities” to consider. “You cannot just have Arabic. There are dialects and special conventions, even with the date.” To this end, Yahoo Maktoob tailors each of its 22 country homepages with a localised date, prayer time and weather report.
Social networking site Facebook has also added an Arabic-language interface and gained 3.5 million Arabic-speaking users in a year, representing 23 per cent of the total 15 million Facebook users in the Mena region. Some 70 per cent of these are based in just five countries – Egypt, Morocco, Tunisia, Saudi Arabia and the UAE. Egypt and Saudi Arabia’s communities have seen the strongest growth in the past year, with each adding 1.1 million Arabic-language users. North African countries Algeria, Morocco and Tunisia account for 3.7 million French-speaking Facebook users, equivalent to nearly 25 per cent of all Mena users.
However, while Arabic content may have had a growth spurt in the past year, the content that has grown is still primarily user-generated and often machine translated. There is still a lack of original, localised, high-quality content.
Much of the growth between 2010 and 2014 is expected to come from mobile phone use, with this type of data usage forecast to double in the next two years. Yet, while more than 300,000 applications are already available for smartphones running the iPhone, BlackBerry or Android systems, just a handful have been developed for Arabic-speaking users.
Arabic applications development fund AppsArabia, which sits within Abu Dhabi’s twofour54 ibtikar investment vehicle, hopes to change that. It is talking to computer science departments at universities across the region to build a talent pool of Arab designers and developers and has a theoretically limitless pot of cash to invest in Arab entrepreneurs with great ideas for mobile applications. AppsArabia publishes the application and splits profits 30:70 with the entrepreneur. It forms part of Abu Dhabi’s 2030 plan to diversify and create a sustainable media business.
“We believe digital, which is so accessible, is a sustainable part of the Arab world,” says twofour54’s chief executive officer, Tony Orsten. “We want to be part of the scene and kick-start the industry. We care about businesses being successful so that the industry grows and, in five years, thousands of people work in digital because it is working.”
Online and mobile Arabic-language content has had a huge boost from across the region, as well as from the internet’s biggest players in the past year. However, the content is still nascent, mostly user-generated and inextricably tied to the growth of broadband technology.
But with mobile phone use extending the web’s reach further and faster into the region, it is likely Arabic-speaking users will hit the 100 million mark in the near future, bringing a groundswell of Arabic content with them.
