Digital divide 'is still there'

"Opportunity for all is a cruel myth," said Lord Puttnam, warning that technology, rather than opening up learning, could be reinforcing social divisions.
Speaking at the launch of a report calling for a fresh approach to "digital inclusion", Lord Puttnam said the education system currently "is failing to challenge a whole slew of longstanding inequalities in opportunity and access to learning".
And despite large sums of money being spent on technology in schools, the report from education researchers Futurelab says we need an urgent re-think in how that information and communication technology (ICT) is applied.
"We need to move beyond the assumption that simply providing hardware and offering access to ICT will bridge the gap," says Futurelab's research director, Keri Facer.
As Lord Puttnam put it: there needs to more than a "technological sticking plaster".
The "digital divide" has been a problem almost since computers first arrived in education - with warnings that the haves would become the have-mores and the have-nots would be left even further behind.

Methodologies for Mapping the Political Blogosphere

This paper explores the interconnections of individual blogs related to the case of Australian-born Guantanamo detainee David Hicks, examining that part of the Australian blogosphere concerned with news and politics. There is a strong and sustained engagement with this case by Australian political bloggers, but a lack of sustained coverage of the case by bloggers outside of Australia.

Censorship 'changes face of net'

Egyptian blogger
Filtering was only one aspect of internet repression, the group said. It added that increasingly it was seeing "politically motivated" closures of websites and net cafes, as well as threats and imprisonments.
Twenty-two-year-old Egyptian blogger Abdul Kareem Nabeel Suleiman was imprisoned for four years in February for insulting Islam and defaming the President of Egypt.
Fellow Egyptian blogger Amr Gharbeia told the BBC that the internet was allowing people to express themselves: "The web is creating a more open society, it is allowing more people to speak out. It's only natural that upsets some people."
The Amnesty conference - Some People Think the Internet is a Bad Thing: The Struggle for Freedom of Expression in Cyberspace - will have some well-known speakers including Wikipedia founder Jimmy Wales.
It marks the first anniversary of Amnesty's website irrepressible.info, which is being relaunched to become an information hub for anyone interested in the future of internet freedom.

Rachid Jankari comments Social Media and Censorship

Or, la censure s’amplifie.

World Information Society Day is celebrated each year on 17 May to remind the world of the vision of the World Summit on the Information Society to build “a people-centred, inclusive and development-oriented information society” based on fundamental human rights.
UNESCO refers to these societies as Knowledge Societies based on four fundamental principles: freedom of expression, universal access to information and knowledge, respect for cultural and linguistic diversity, equal access to quality education. This year, UNESCO dedicates the Day to the principle of universal access to information and knowledge.

The Internet is the greatest force for democratisation in the World
This event is organized in the context of the first conference on Internet filtering by the Open Net Initiative (ONI) and brings together a host of exciting people that should have something to say on this issue. You can be as sure as hell that this is going to be a really interesting discussion, especially given that due to the conference there will be plenty of people in the audience with first hand accounts of government repression online.
If you feel sad because you cannot be there, check this blog as I will try to cover the debate live as it happens on this blog.
Speaking in favour of the Internet as a democratizing force are:
Jimmy (Jimbo) Wales, the founder of Wikipedia
Chairman Bo Au Din (Burma PDP), the Chairman of the Central Committee of the Parliamentary Democracy Party of Burma
Ron Deibert, from the citizen lab of the University of Toronto
Challenging the idea of the Internet as favouring democratisation are:
Jonathan Zittrain (Professor at the OII and the Berkman Center)
Robert Amsterdam (the lawyer of Mikhail Khodorkovsky)
John Palfrey (Berkman Center)
You can find some more information on the speakers at the Oxford Internet Institute and for a (hopefully near live) coverage of the event stay tuned, only two more hours to go!

Access Denied
The Practice and Policy of Global Internet Filtering
Edited by Ronald J. Deibert, John G. Palfrey, Rafal Rohozinski and Jonathan Zittrain
Many countries around the world block or filter Internet content, denying access to information--often about politics, but also relating to sexuality, culture, or religion--that they deem too sensitive for ordinary citizens. Access Denied documents and analyzes Internet filtering practices in over three dozen countries, offering the first rigorously conducted study of an accelerating trend.
Internet filtering takes place in over two dozens states worldwide including many countries in Asia and the Middle East and North Africa. Related Internet content control mechanisms are also in place in Canada, the United States and a cluster of countries in Europe. Drawing on a just-completed survey of global Internet filtering undertaken by the OpenNet Initiative (a collaboration of the Berkman Center for Internet and Society at Harvard Law School, the Citizen Lab at the University of Toronto, the Oxford Internet Institute at Oxford University, and the University of Cambridge) and relying on work by regional experts and an extensive network of researchers, Access Denied examines the political, legal, social, and cultural contexts of Internet filtering in these states from a variety of perspectives. Chapters discuss the mechanisms and politics of Internet filtering, the strengths and limitations of the technology that powers it, the relevance of international law, ethical considerations for corporations that supply states with the tools for blocking and filtering, and the implications of Internet filtering for activist communities that increasingly rely on Internet technologies for communicating their missions.
Reports on Internet content regulation in forty different countries follow, with each country profile outlining the types of content blocked by category and documenting key findings.

Morocco
Internet access in Morocco is, for the most part, open and unrestricted. ONI testing revealed that Morocco filters only a small number of Web sites, mainly pro-Western Sahara independence sites. A small number of Weblog servers and anonymizers were also found to be blocked. The filtration regime is not comprehensive—similar content can be found on other Web sites that are not blocked.

BBC on Global net censorship 'growing

The level of state-led censorship of the net is growing around the world, a study of so-called internet filtering by the Open Net Initiative suggests.
The study of thousands of websites across 120 Internet Service Providers found 25 of 41 countries surveyed showed evidence of content filtering.
Websites and services such as Skype and Google Maps were blocked, it said.
Such "state-mandated net filtering" was only being carried out in "a couple" of states in 2002, one researcher said.
"In five years we have gone from a couple of states doing state-mandated net filtering to 25," said John Palfrey, at Harvard Law School.
What's regrettable about net filtering is that almost always this is happening in the shadows.
John Palfrey, Harvard Law School
Mr Palfrey, executive director of the Berkman Center for Internet and Society, added: "There has also been an increase in the scale, scope and sophistication of internet filtering."
ONI is made up of research groups at the universities of Toronto, Harvard Law School, Oxford and Cambridge.
It chose 41 countries for the survey in which testing could be done safely and where there was "the most to learn about government online surveillance".
A number of states in Europe and the US were not tested because the private sector rather than the government tends to carry out filtering, it said.
Countries which carry out the broadest range of filtering included Burma, Iran, Pakistan, Saudi Arabia, Syria, Tunisia, the United Arab Emirates and Yemen, the study said.
Click here for a full list of countries from the survey that filter content
The filtering had three primary rationales, according to the report: politics and power, security concerns and social norms.
The report said: "In a growing number of states around the world, internet filtering has huge implications for how connected citizens will be to the events unfolding around them, to their own cultures, and to other cultures and shared knowledge around the world."
World map
The level of censorship is expected to grow
Jonathan Zittrain, Professor of Internet Governance and Regulation at Oxford University, said the organisation was also looking at the tools people used to circumvent filtering.
"It's hard to quantify how many people are doing this. As we go forward each year we want to see if some of these circumvention technologies become more like appliances and you just plug them in and they work," he added.
"Few states restrict their activities to one type of content," said Rafal Rohozinski, Research Fellow of the Cambridge Security Programme.
He added: "Once filtering is begun, it is applied to a broad range of content and can be used for expanding government control of cyberspace. "Cyberspace has become a strategic forum of competition between states, as well as between citizens and states."
Mr Palfrey said the report was an attempt to shine a spotlight on filtering to make it more transparent.
"What's regrettable about net filtering is that almost always this is happening in the shadows. There's no place you can get an answer as a citizen from your state about how they are filtering and what is being filtered."
The survey found evidence of filtering in the following countries:
Azerbaijan, Bahrain, Burma/Myanmar, China, Ethiopia, India, Iran, Jordan, Libya, Morocco, Oman, Pakistan, Saudi Arabia, Singapore, South Korea, Sudan, Syria, Tajikistan, Thailand, Tunisia, Turkmenistan, UAE, Uzbekistan, Vietnam and Yemen.

CNN and French Bloggers
PARIS, France (CNN) -- On the night of the French Presidential election, CNN followed the work of popular French bloggers. You can find background on each below, along with links to their blogs.
Loïc Le Meur
Le Meur, 33, is one of the most famous bloggers in France. A former student of the French Business school HEC, Le Meur says he wants to "initiate conversations" with his blog.
The blog now boasts more than 150,000 visitors a month.
In September, 2006, he announced his support for Nicolas Sarkozy, and has become a member of the center-right candidate's campaign team, advising on Internet topics.
Although he has been criticized for being overtly pro-Sarkozy in his blog, Le Meur has interviewed other major candidates in the race, including centrist, Bayrou.

Gilles Klein
Klein's blogexternal link is hosted by Le Monde newspaper and is entitled "The Lighthouse." He defines his blog as a "daily blog on the media."
A journalist at Liberation and then at ELLE where he was responsible for multimedia, he writes on economics, multimedia, blogs, social and political issues.
An online journalist since 1995, he is also chief editor of Pointblogexternal link, the daily magazine of blogging -- the "second blog in France" according to a 2006 survey.
He was member of the jury in the international contest of blogs organized by national German radio in Berlin, and the blogging contest organized by Expedia France in Paris in 2006.
Hugues Serraf
A journalist by profession, Serraf keeps his job and blogging separate.
Writing for papers in France, he has his own site, as well as contributing to a series of other French blogs.
Adding a level of personal opinion to the blog, he opposes the position of center-right Sarkozy.
During the campaign, he has chosen to support socialist candidate Segolene Royal.

Supporters Work to Free Egyptian Blogger
Abdel Kareem Nabil Suleiman
Abdel Kareem Nabil Suleiman, or "Kareem Amer," was convicted of violating the same legal provisions he criticized on his personal blog.

Day to Day, March 22, 2007 · Exactly one month ago, a 22-year-old law student was sentenced to four years in prison for what he wrote on his personal Web site. The case of Abdel Kareem Nabil Suleiman, or "Kareem Amer," as he is known in the blogosphere, has shed a spotlight on a growing community of bloggers in Egypt, and on the country's laws concerning online speech.
A translation from Kareem's final blog post in October reads, "The mere existence of legal provisions that criminalize freedom of thought, and threaten with imprisonment anyone who criticizes religion in any way, is a grave defect in the law."
Two days after he posted those words, he was interrogated by Egyptian police. Eventually, he was convicted of violating the same legal provisions he criticized on his personal blog.
A court convicted him of contempt of religion, specifically Islam, and of defaming President Hosni Mubarak. Though this is the first time a blogger in Egypt has been convicted by a court for blogging, Egyptian bloggers say free speech and political activists are often arrested and detained.
Cairo-based Alaa Abdel Fattah spent a month and a half in jail last year for protesting injustice in Egypt's legal system. Last week, Egyptian authorities targeted him again, producing a list of opposition activists that included him and other bloggers.
At a protest days later, police arrested and jailed 20 people for two days, including some of the bloggers on that list.
Another blogger targeted for spreading what the government called "false news" posted a video of alleged torture and rape in an Egyptian prison.
This and other videos documenting alleged human rights abuses have made Egyptian bloggers a subject of attention. Wael Abbas, the blogger who posted a copy of that torture video, reportedly also has a warrant out for his arrest.
Blogger Alaa Abdel Fattah says he wasn't tortured during his 47 days in jail last year, but knows others who have been.
Egyptian activist and blogger Mohammed el-Sharkawi, 24, was tortured and sodomized "using a rolled up piece of cardboard for nearly 15 minutes" according to his lawyer, Gamal Eid. Human rights groups say Egyptian authorities have yet to investigate or prosecute the police officers accused.
Lawrence Wright, author of The Looming Tower: Al-Qaeda and the Road to 9/11, says torture is rampant in Egypt's jails.
"We need to be much more universal in our condemnation of torture in Egypt," Wright says.
He argues that the United States should also support due process and humane treatment for Islamist prisoners, not just reformist bloggers like Kareem.
"There's a greater risk in not advocating for those values for both sides. The Islamists in prison in Egypt pose a real threat when they get out," Wright says. "If we advocate for their rights, if not for their cause, we stand a better chance of having some kind of understanding."
Nabil Fahmy, Egyptian ambassador to the United States, believes much progress has been made on social and political reforms. How Egypt's government and society go forward in dealing with bloggers, he admits, still remains a question mark.
Meanwhile, a coalition of Kareem's supporters are campaigning for his release, including organizing protests at Egyptian embassies around the world. Coordinator Constantino Diaz-Duran in New York says that Kareem's family has disowned him, so the coalition plans to provide some of the necessities that prisoners in Egypt generally depend on families to provide: medicine, clothing and food.
Kareem's father has said that he would like to see Islamic Sharia law applied. This would give Kareem three days to repent, or face execution. As dire that sounds, this may be one of his last remaining options. On Monday, an Egyptian court rejected an appeal for Kareem's release, a move the U.S. State Department has condemned.

Like many young bloggers, Shaza Essam uses her personal Web site to list her favorite Hollywood movies, talk about a popular song and complain about her studies.
But some of the postings by the 21-year-old dentistry student in Cairo are far less typical. In an entry about her childhood ambitions, among becoming a doctor, a photographer or an actress, she adds, "I dreamed that I was one of the mujahideen in Chechnya or Palestine, and that I was blowing myself up among as many enemies as possible so that I could be like the martyrs."

How governments censor the web
YouTube page
The YouTube clip reportedly dubbed Ataturk and Turks homosexuals
By blocking the popular YouTube website, Turkey has joined the list of countries taking steps to control what their populations can see on the internet.
How far will governments go to censor web content, and how do they do it?
YouTube was blocked by a court order in Turkey after clips were posted that, prosecutors said, insulted the memory of the nation's founder, Mustafa Kemal Ataturk.
Turkish visitors to the site are now greeted with a message in English and Turkish reading "Access to www.youtube.com site has been suspended in accordance with decision no: 2007/384 dated 06.03.2007 of Istanbul First Criminal Peace Court".
But controlling what people can and cannot see on the internet has become a prime interest of many of the world's more authoritarian regimes.
"Five or six years ago, very few countries controlled the internet," says Julien Pain of Reporters Without Borders (RSF).
"Very few dictators understood that they had to control the web as they did traditional media. Unfortunately, now, web censorship is spreading around the world."
Flat denial
Over a decade after the internet really began to take off, most countries' leaders recognise the desirability of being online, says Daniel Whitener of the World Wide Web consortium.
"They recognise it, if nothing else, as a critical avenue for commerce," he explains.
Internet cafe in Beijing
The great firewall of China
"What comes along with that commercial avenue though is access to quite a bit of information that can be quite threatening to authoritarian regimes."
And the ways that different countries have attempted to combat this threat are numerous.
In North Korea only selected government officials get access to the net and then on connections rented from China. It does not even have its own national net domain, .nk.
In Turkmenistan, access is denied to almost everyone. And in many other countries, access is becoming more difficult as governments recognise the potential influence of the internet.
In Burma, for example, computers in internet cafes automatically take a screen capture every five minutes to monitor what users are viewing.
In January this year Iran enacted a new law requiring bloggers to register their sites with the authorities.
But it is China which has one of the most sophisticated and ambitious internet censorship programmes.
The country's ruling Communist party was quick to latch on to the internet's potential - and was focusing on it at around the same time as Microsoft founder Bill Gates.
Great firewall of China
China aims to make the internet available to everyone in the country - potentially doubling today's global figure of one billion regular users - but because of recent history, it also intends to strictly govern what can and cannot be seen.
Abdel Kareem Nabil Soliman
Soliman's sentence was condemned by human rights groups
"After Tiananmen in 1989, the government convened a whole range of crisis meetings - and in one of those meetings, put forward a plan for using the internet for control of China's government administration," says Peter Lovelock of the Telecommunications Research Project at the University of Hong Kong.
"That meant never letting the country roll out of control like it had at Tiananmen. They started building these huge internet backbones then and there... the Chinese authorities said, 'we are going to put everybody on the internet - and on our terms'."
Hundreds of millions of dollars have been spent on building what is known as the Great Firewall Of China - a network of state-licensed internet access providers, and around 30,000 internet police censors who filter sites between China and the rest of the world.
The BBC News website, for example, continues to be blocked in China.
But Western companies have been accused of collaborating with the Chinese authorities in order to gain access to China's rapidly-growing market - Microsoft censors Chinese blogs, while Google has set up its own version of its site for the Chinese market, on which it blocks politically-sensitive terms in agreement with conditions set by Beijing.
"The major corporations are going to self-censor - they are not going to do anything which will bring them to the attention of the government for the way in which they deploy their internet access," Mr Lovelock adds.
Blogging power
Despite the risks, however, there are nearly 20 million bloggers in China - up from just 2,000 at the end of 2002.
Although Beijing views most bloggers as harmless, those who called for free elections have received long jail sentences; China jails more dissident bloggers than any other country.
RSF last year released a report saying net users have also been jailed in Egypt, Iran, Libya, the Maldives, Syria, Tunisia and Vietnam.
Mr Pain highlighted in particular the case of Egyptian blogger Abdel Kareem Nabil Soliman, sentenced to four years in prison after being accused of insulting Islam on his blog and criticising president Hosni Mubarak.
"He was an easy target," said Mr Pain.
"But it shows that now, bloggers have a real power and influence over politics."

Bloggers' search for anonymity

The internet has given the individual unprecedented power to reach out to millions but some governments are cautious, even hostile, to giving their citizens free access to ideas they deem too democratic and dangerous.

Bloggers can face harsh penalties from some regimes
Cuba, Egypt, Tunisia: they are all popular with holiday makers but they also censor and even lock up journalists and bloggers.
This is why the media rights group, Reporters Without Borders, has published The Handbook for Bloggers and Cyber-Dissidents.
"There is another side to the picture post-card," said Robert Menard, secretary general, Reporters Without Borders. "There are around 100 people in jail in Tunisia and the entire media is controlled by the powers that be and there are bloggers who have been locked up just for criticizing the Tunisian president."
In many countries a journalism student covering a demonstration of school children would be commended for his initiative.
In Syria, student Mesud Hamid posted photos on the net of Kurdish pupils demanding equal rights. He was arrested while taking an exam at university.
"I was tortured," he said. "For one year and three months I was held in a cell measuring one metre by two. I didn't see the sun or sky for all that time."
Mr Hamid has since fled to France.
Remaining anonymous
So what do you do if you want to escape detection from authorities who might not like your work as much as you do?
The Handbook for Bloggers and Cyber-Dissidents is pretty technical but it also contains some simple tips, so you can say what you think without having to worry the censors or cyber-police too much.
If you want to protect your anonymity you can use a proxy, using a proxy is very simple. Anybody can do it even if you're not a geek
Julien Pain, Reporters Without Borders
"The first thing is don't write anything under your real name," said Julien Pain of Reporters Without Borders.
"Even if you are using a pen name, then you have to be careful because the authorities can track you down on the internet."
You might be tight-lipped about who you are, but your computer is screaming your presence all over the net.
All net-connected computers get assigned an IP address - which ensures that they data you request is sent to the right place.
It can let people know which websites you have visited, which e-mails you have sent and which articles you have posted. But if you are clever you can cover your tracks.
"If you want to protect your anonymity you can use a proxy, using a proxy is very simple. Anybody can do it even if you're not a geek," said Mr Pain.
Now there are two ways you can do this. An open proxy is essentially a computer, based elsewhere on the web, through which you can surf, send e-mails or post articles anonymously.
You have to change your IP address to one listed on various sites and, in principle you should be able to work anonymously.
"In principle", because open proxies can also be used by hackers, so administrators often block them after a few days.
Another option might be a web-based proxy site abroad like Anonymouse or ProxyLord. They are going down well among surfers and bloggers in China.
Great Wall of China
China's censorship machine blocks information in various ways
"The authorities would not be able to trace the IP because you're doing this through a proxy site, and that's probably the most efficient way now for the readers in China now to visit officially blocked websites," explained Xiaorong Li, a research professor at the University of Maryland.
Proxies have their drawbacks as they can be blocked.
But for a very effective, albeit technical way of staying anonymous you could use The Onion Router (TOR). This is so called because the data it sends between computers is encrypted in successive layers like an onion. The data also takes an unpredictable path through all the proxies making up the TOR network.
Each proxy peels off a layer of encryption, revealing the next proxy it has to go to. Intercept the message at any point and the identities of both sender and recipient are protected. Not until it arrives, can the message be read.
Firewall of China
There are less technical ways of avoiding censorship. In China filters seek out specific words that the authorities consider contentious.
The mere mention of Tiananmen Square would be enough to get you noticed. But you may, however, be able to fox the filters.
"If you want to put the words June 4th, you put a comma or a period in between June and 4th, so they are not one phrase and that enables this word to evade detection through the filter, because the filter works by phrases: June 4th or 1989," explained Xiaorong Li.
"If you put some kind of punctuation between the words they become not a phrase but readers can perfectly understand what you are saying."
There is no sure-fire way of staying anonymous on the web and avoiding detection. But if you are careful about what you do, you can cut down your chances of being caught up by the cyber-police.

Diplomat blog pulled after abuse
Soi Cowboy, one of Bangkok's sex districts
Some readers reported seeing Ian Proud in the red light district
A British diplomat's blog offering his thoughts on Thailand has been withdrawn after insults and accusations were posted on it by members of the public.
Ian Proud, 38, whose four-year tenure with the British Embassy in Bangkok ends in May, wrote reflections on Thailand for the website of the country's The Nation newspaper.
The blog, which appeared with his photo, received 100 postings within its first two days, including some from people claiming to have seen Mr Proud in Bangkok's red light districts.
One posting referred to Mr Proud having been in the notorious Soi Cowboy area which is packed with go-go and sex bars.
The Foreign Office said the policy of diplomats writing internet blogs was currently under review.
A spokeswoman said the blog had reflected "Ian's personal views".
'Malicious accusations'
"The blog has been withdrawn," she said. "Ian was the victim of malicious accusations about his personal life and he has rejected these accusations."
Mr Proud, who heads the British Embassy's political division in the city, was asked to be a blogger by his friend Tulsathit Tuptim, the editor of the English-language newspaper.
The blog was intended for Mr Proud to write about his "Thai experiences with British perspective and humour" before ending his tenure.
Mr Proud's blog had included ponderings on the British penchant for pet dogs and the mysteries of the "Thai smile".
However, one posting in response said: "I recall going to the embassy once and that same night I was down on Cowboy and who did I bump into? Yes it was Ian," it said.

Call for blog code of conduct
However, Mr Proud did not deny having visited the area during his four-year stint in Thailand.
"I don't think there are many people here who haven't been in places like Soi Cowboy at some point. My last visit was a year ago," Britain's Guardian newspaper reported him as saying.
He was also quoted by the Associated Press news agency as saying: "I'm not going to complain that I've never been [to the red light district].
"But at the same time, the suggestion that I'm some sort of upholder of the sex trade in Bangkok... It's pathetic, frankly."
In his first blog, he wrote about the "highs and lows with this magical country, Thailand".
"As the saying goes, no one remembers their last headache.
"As the new dawn sun washes over Bangkok each day, I watch Thais go about their business with modesty and calm, paying respect to gods and spirits along the way, smiling," he wrote.
Code of conduct
Thousands of readers viewed his blogs, leading to discussions on a range of issues, including football.
However, some posts claimed to be authored by the diplomat himself, and others by Mr Tuptim.
Readers also used the blog to criticise Mr Proud and British diplomats in general, while others complained about a difficulty in getting visas.
It appears that some of the worst comments were deleted before the blog was withdrawn, as some readers were later complaining about missing posts.
Blog-tracking firm Technorati estimates that every day 100,000 new blogs are created and 1.3 million posts made.
It has prompted calls for a bloggers' code of conduct, although supporters would prefer it to be achieved through self-regulation rather than government regulation.

Blogger's Code of Conduct
Tim O'Reilly has called for bloggers to work together to create a Blogger's Code of Conduct.

New York Times on A Call for Manners in the World of Nasty Blogs
Is it too late to bring civility to the Web?
The conversational free-for-all on the Internet known as the blogosphere can be a prickly and unpleasant place. Now, a few high-profile figures in high-tech are proposing a blogger code of conduct to clean up the quality of online discourse.
Last week, Tim O’Reilly, a conference promoter and book publisher who is credited with coining the term Web 2.0, began working with Jimmy Wales, creator of the communal online encyclopedia Wikipedia, to create a set of guidelines to shape online discussion and debate.
Chief among the recommendations is that bloggers consider banning anonymous comments left by visitors to their pages and be able to delete threatening or libelous comments without facing cries of censorship.
A recent outbreak of antagonism among several prominent bloggers “gives us an opportunity to change the level of expectations that people have about what’s acceptable online,” said Mr. O’Reilly, who posted the preliminary recommendations last week on his company blog (radar.oreilly.com). Mr. Wales then put the proposed guidelines on his company’s site (blogging.wikia.com), and is now soliciting comments in the hope of creating consensus around what constitutes civil behavior online.
Mr. O’Reilly and Mr. Wales talk about creating several sets of guidelines for conduct and seals of approval represented by logos. For example, anonymous writing might be acceptable in one set; in another, it would be discouraged. Under a third set of guidelines, bloggers would pledge to get a second source for any gossip or breaking news they write about.
Bloggers could then pick a set of principles and post the corresponding badge on their page, to indicate to readers what kind of behavior and dialogue they will engage in and tolerate. The whole system would be voluntary, relying on the community to police itself.
“If it’s a carefully constructed set of principles, it could carry a lot of weight even if not everyone agrees,” Mr. Wales said.
The code of conduct already has some early supporters, including David Weinberger, a well-known blogger (hyperorg.com/blogger) and a fellow at the Berkman Center for Internet and Society at Harvard Law School. “The aim of the code is not to homogenize the Web, but to make clearer the informal rules that are already in place anyway,” he said.
But as with every other electrically charged topic on the Web, finding common ground will be a serious challenge. Some online writers wonder how anyone could persuade even a fraction of the millions of bloggers to embrace one set of standards. Others say that the code smacks of restrictions on free speech.
Mr. Wales and Mr. O’Reilly were inspired to act after a firestorm erupted late last month in the insular community of dedicated technology bloggers. In an online shouting match that was widely reported, Kathy Sierra, a high-tech book author from Boulder County, Colo., and a friend of Mr. O’Reilly, reported getting death threats that stemmed in part from a dispute over whether it was acceptable to delete the impolitic comments left by visitors to someone’s personal Web site.
Distraught over the threats and manipulated photos of her that were posted on other critical sites — including one that depicted her head next to a noose — Ms. Sierra canceled a speaking appearance at a trade show and asked the local police for help in finding the source of the threats. She also said that she was considering giving up blogging altogether.
In an interview, she dismissed the argument that cyberbullying is so common that she should overlook it. “I can’t believe how many people are saying to me, ‘Get a life, this is the Internet,’ ” she said. “If that’s the case, how will we ever recognize a real threat?”
Ms. Sierra said she supported the new efforts to improve civility on the Web. The police investigation into her case is pending.
Menacing behavior is certainly not unique to the Internet. But since the Web offers the option of anonymity with no accountability, online conversations are often more prone to decay into ugliness than those in other media.
Nowadays, those conversations often take place on blogs. At last count, there were 70 million of them, with more than 1.4 million entries being added daily, according to Technorati, a blog-indexing company. For the last decade, these Web journals have offered writers a way to amplify their voices and engage with friends and readers.
But the same factors that make those unfiltered conversations so compelling, and impossible to replicate in the offline world, also allow them to spin out of control.
As many female bloggers can attest, women are often targets. Heather Armstrong, a blogger in Salt Lake City who writes publicly about her family (dooce.com), stopped accepting unmoderated comments on her blog two years ago after she found that conversations among visitors consistently devolved into vitriol.

Tim O'Reilly and the code of conduct
Weblogs 'need content warnings'
Tim O'Reilly
The code of conduct was drawn up by Tim O'Reilly
Readers should be warned when they are reading blogs that may contain "crude language", a draft blogging code of conduct has suggested.
The code was drawn up by web pioneer Tim O'Reilly following published threats and perceived harassment to US developer Kathy Sierra on blogs.
The code begins: "We celebrate the blogosphere because it embraces frank and open conversation."
The draft says people should not be allowed to leave anonymous comments.
Blogs which are open and uncensored should post an "anything goes" logo to the site to warn readers, the code suggests.
Readers of these blogs would be warned: "We are not responsible for the comments of any poster, and when discussions get heated, crude language, insults and other "off colour" comments may be encountered. Participate in this site at your own risk."
The draft will now be assessed and amended by bloggers around the world.
The code states: "We are committed to the 'Civility Enforced' standard: we will not post unacceptable content, and we'll delete comments that contain it."
The draft defines unacceptable content as anything included or linked to that is being used to "abuse, harass, stalk, or threaten others".

Kathy Sierra has been terrified by death threats
It also refers to libellous material, infringement of copyright or trademark and violations of privacy.
Prominent blogger Kathy Sierra called on the blogosphere to combat the culture of abuse online after a series of death threats forced her to cancel a public appearance and suspend her blog.
Ms Sierra described on her blog how she had been subject to a campaign of threats, including a post that featured a picture of her next to a noose.
At the heart of the issue is the degree of freedom afforded to people who want to comment on blog posts.
"If those published comments could be construed as a threat, and the perpetrator doesn't withdraw them and apologise, we will cooperate with law enforcement to protect the target of the threat," the code states.
The code has had mixed support among bloggers.
Jimmy Wales, the co-founder of Wikipedia, told BBC Radio 5 Live's Pods and Blogs programme: "The question is: Do we allow people to use our blogs as places to embark on threatening behaviour and really abusive personal insults?
"You don't have to insult people to be frank."
But the code was not welcome by blogger and commentator Jeff Jarvis, who called it "misguided".
On his blog, he wrote: "This effort misses the point of the internet, blogs, and even of civilized behavior. They treat the blogosphere as if it were a school library where someone... can maintain order and control. They treat it as a medium for media.
"It's a place. And when I moved into the place that is my town, I didn't put up a badge on my fence saying that I'd be a good neighbor."
He added: "I don't need anyone lecturing me and telling me not to be disagreeable."

BBC Call for blogging code of conduct
Call for blogging code of conduct
Kathy Sierra's blog
Kathy Sierra went public on her fears in her blog
The support for a blogger hounded by death threats has intensified with some high profile web experts calling for a code of conduct in the blogosphere.
The female blogger at the centre of the row has been shocked to discover that hers is not an isolated incident.
It has led her and others to question some of the unwritten rules of blogging.
It could force a re-examination of the way the tight-knit blogging community behaves.
Among those calling for a bloggers' code of conduct is Tim O'Reilly - one of the web's most influential thinkers.
Tim O'Reilly
The fact that there's all these really messed-up people on the internet is not a statement about the internet
Tim O'Reilly
He told BBC Radio Five Live that it could be time to formalise blogging behaviour.
"I do think we need some code of conduct around what is acceptable behaviour, I would hope that it doesn't come through any kind of [legal/government] regulation it would come through self-regulation."
While condemning the bloggers who issued the threats, Mr O'Reilly was keen that the whole blogosphere should not be tarred with the same brush.
"The fact that there's all these really messed-up people on the internet is not a statement about the internet. It is a statement about those people and what they do and we need to basically say that you guys are doing something unacceptable and not generalise it into a comment about this is what's happening to the blogosphere."
Cyber-bullying rife
Ms Sierrra has personally witnessed the usually harmless feuding that is part and parcel of blogging take on an altogether more sinister tone, with threats of a violent and sexual nature gathering pace over the last month.
She agonised over whether to publicise what had happened to her, she told the BBC News website.
Since describing the campaign against her, she has been shocked to discover that cyber-bullying is widespread.
"As well as around 900 comments on my blog and hundreds of comments on other blogs, I have received around 300 personal e-mails and about 70% of them say they have been through a similar thing," she told the BBC News website.
Among the messages is one from a blogger Ms Sierra described as "far more prominent than me" who has been avoiding industry conferences because of persistent online threats.
Ms Sierra herself pulled out of a planned appearance at ETech in San Diego this week.
She believes it is time the technology blogging community sat up and took notice.
"I think there is a culture of looking the other way. When other prominent people look the other way it is creating an environment that allows this type of behaviour," she said.
She also thinks it could be time to re-examine whether the blogosphere needs to be completely uncensored.
"There is an unwritten rule in the blogosphere that it is wrong to delete nasty comments. It suggests that you can't take criticism but now there is a sense that this is nonsense," she said.
Tough on women
Denise Howell, a US lawyer and blogger, believes that the blogosphere is no place for legal requirements.
"The tools of the Live Web have made it easier than ever for ordinary people to communicate and express views in their individual capacities, and to provide platforms, e.g. on their blogs, for others to do so," she said.
"I think anyone who enjoys any aspect of the Live Web would celebrate this fact, and agree its vitality would be impaired if the law expected or required these ordinary people to envelop themselves and their sites in elaborate legal provisos and conditions if they hope to be shielded from potential responsibility for the bad acts of others," she said.
The Kathy Sierra situation is, she said, "forcing bloggers to examine their moral compasses on a number of fronts". But, ultimately self-regulation is the only way forward, she believes.

These people are interested in rage and they think that if you aren't enraged then you are part of the problem. It seems that they hate my optimism.
Kathy Sierra
Although, as a female blogger, she has not personally encountered bullying or sexism, she does think it can be tough to be a woman online.
"Despite my fortunately good experiences, I do think it's harder in some ways for women to blog. For women with families, it's constantly in the back of your mind that you're putting not just yourself but to some extent your family in the public eye," she said.
It has long been accepted that online behaviour differs from the behaviour people would exhibit in the real world due, largely to the anonymity it allows.
Technology blogger Sam Sethi agrees that blogging can bring out the worst in people.
"These young geek guys they feel that that they can say what they want and do it with anonymity. It can bring out the worst character behaviour because they feel that they are hidden.
He agrees with Tim O'Reilly that the time is ripe for bloggers to have a code of conduct and like fellow bloggers, has turned off the facility on his blog that allows for anonymous posts.
"Too optimistic"
"It could be that the time has come to professionalise what bloggers do," he said.
"It is up to the community to agree the rules and then it would simply be a line at the top of the blog to say only show me sites that adhere to this conduct," he said.
For Ms Sierra the reasons behind the campaign against her remain elusive. Other than being a woman, she can see only one other reason for the hatred she has experienced in the last four weeks.
"They thought I was just too damned optimistic," she told the BBC News website.
"These people are interested in rage and they think that if you aren't enraged then you are part of the problem. It seems that they hate my optimism. They think I am poisoning peoples' minds with my positive outlook," she told the BBC News website.
Such nihilism and anger have led her to consider hanging up her blogging software for good.

BLOGGING in the ARAB WORLD
